Collier's (the encyclopedia people) printed up a set of books called "The Young Folks' Shelf of Books / The Junior Classics" with multiple reprints ranging from 1912 through at least the 1970's.

The book was written in 1962, and it was illustrated with wonderful pen and ink drawings by Eric Blegvad, but I don't think it's the one you're looking for because the story doesn't match at all.

Rubio is the classic hard-boiled detective, with hot babes and cool criminals, and basil and oregano (in lieu of alcohol) to relax with. Not too likely, but there's Nobody's Garden by Cordelia Jones, illustrated by Victor Ambrus, published NY Scribner 1966, 190 pages. Being a mouse among humans does have its quirks though. He finally proves himself by protecting the little hen and her chicks from a hawk. The noir-inspired premise drifts far from doggy reality, but children will get a thrill out of piecing together the mystery alongside the wily, self-serving, yet eminently lovable Ike.
